It's sold out at the Blizzard store, but they've said to check your local retailers to see if they'll have them for pre-order in the coming days.

The two retailers they linked are now sold out as well, it may be difficult to get these.

We’ll be introducing these mounts to the Blizzard Shop and in-game shop as a standalone bundle in August.
